Croatian Defence Modernisation Agenda: Meeting NATO Commitments within Financial Limits

Ahead of the Adriatic Sea Defense & Aerospace Conference taking place in Split, Croatia, in April, Avascent Consulting Associate Dr. Dominik Kimla analyses Croatia’s military modernisation efforts in the face of NATO commitments, a slim defence budget, and a constantly changing security environment in the Balkans. Croatia’s Long-Term Development Plan 2015-2024 addressed the most pressing modernisation challenges of the Croatian Armed Forces. However, limited GDP growth and a narrow defence budget means turning the development plan into reality will be difficult. Additionally, decision makers will have to deal with concerns about Serbia’s behaviour and strong pressure from the Trump administration to meet NATO’s 2% of GDP defence spending benchmark. Second-hand hardware will provide capability and capacity upgrades within defence budget limitations, but significant gaps will still remain to achieve Croatia’s military modernization goals and national security objectives.
